Purpose/scope
The purpose of this Asbestos Non-Licensed Operative Refresher course is for delegates who have previously passed the full Asbestos Non-Licensed Operative course or subsequent refresher course and can provide proof of attendance.
This standard will provide the delegate with the knowledge to undertake non-licensed work with asbestos including NNLW as defined in the approved code of practice (ACoP), currently L143 Second Edition, Regulation 10 - Training for non-licensable work. It is essential for recently trained employees, particularly those new to asbestos work, to consolidate their newly acquired skills and knowledge by putting them to use on the job. Supervisors and managers will play an important role in coaching these members of staff. Training on its own does not make people working with asbestos competent. Training must be consolidated so that the person becomes confident, skilful, and knowledgeable in practice on the job.

Delegate pre-requisites
Delegates should have previously completed Asbestos Awareness training in accordance with paragraph 235 of ‘Managing and working with asbestos – Control of Asbestos Regulations 2012 Approved Code of Practice and guidance’.
Delegates must have successfully completed the Asbestos Non-Licensed Operative training course within the last 12 months.
Instruction/supervision
As a minimum, course trainers must be able to demonstrate that, in relation to this standard, they have:
- an award in education and training (or equivalent, as per requirements for approved training organisations)
- successfully completed training to this standard
- at least 3 years relevant industrial experience
- a verifiable CV
Delivery
Delivery may be in an on or off the job environment. Practical training must be in a safe environment.
Training providers must ensure that the course content and delivery meet the requirements set out in ACoP L143, paragraphs 235 - 251.
All materials and equipment must be of a suitable quality and quantity for delegates to achieve learning outcomes and must comply with relevant legislation.
The following practical equipment must be available during the training course:
- PPE (coveralls, disposable underwear, transit shoes)
- RPE (ori nasal RPE kits) N.B. full face may be required as per risk assessment
- equipment for control techniques (Class H vacuum cleaner, safe access equipment, wetting equipment (killa sprays etc), installed simulated materials based upon range of tasks to be undertaken, waste bags, tac rags
The class size and delegate/trainer ratio must not be more than 10:1 to allow training to be delivered in a safe manner and enable delegates to achieve the learning outcomes.
The following delivery method should be used in the delivery of this standard:
- classroom
- a blend of classroom and remote
This standard is considered to contain 51% or more practical learning.
This standard is considered to be set at a basic level.
Assessment
For the successful completion of training, delegates must complete an end of course knowledge and practical assessment. The assessment must cover all learning outcomes.
Where this training is assessed using multiple-choice questions, a minimum of 30 questions must be asked and delegates are required to achieve an overall pass mark of at least 80%.
Quality assurance
Assured
Quality assurance against this standard will require initial approval of the training organisation and their content mapped to the standard.
CITB will also conduct an approval intervention, either desk-based or centre visit, to ensure the training organisation can meet the requirements of the training standard.
Approved training organisations (ATOs) will be required to present information on records of training and assessment upon request to CITB for desk-based analysis. They will also be visited annually by the CITB quality assurance team.
Renewal
Refresher training for non-licensable operatives should be given every year, or more frequently if:
- work methods change
- the type of equipment used to control exposure changes
- the type of work carried out changes significantly
- gaps in competency are identified
Refresher training should include an appropriate element of practical training, particularly covering use of decontamination facilities, use of PPE, particularly RPE, use of control techniques.
