How CITB works with Local Enterprise Partnerships (LEPs)

CITB works in partnership with a number of individual LEPs and their local employers and stakeholders, to develop a place based co-designed, co-invest and co-deliver construction employment and skills strategy.

The LEP strategy is evidence based on the demand for skills and the pipeline of supply of those skills within their area. A supporting programme/ project plan is then developed to support the strategy for that LEP area.

This strategy seeks to ensure that pipelines of appropriately qualified local people from a wide cross-section of backgrounds are available to meet the identified local skills and employment outcomes. It clearly defines how co-investment is achieved and potential mechanisms for co-delivery.

When we develop this strategy and ensure suitability for the local area, CITB primarily need engages with the LEP’s skills team, and as directed by the skills team, any LEP construction sub-groups. We also engage with other groups convened by the LEP and potentially groups/networks that CITB and others have in the area, as appropriate.

The strategy is supported and informed by the development of a comprehensive evidence base that provides information to support decision making and help ensure that the vision and objectives for the LEP and CITB are met.

This evidence base utilises the CITB labour forecasting tool and bespoke research services to understand the current factors impacting on the local construction employment and skills context and make suggestions for the future by:

  • analysing the demand pipeline in the LEP area to understand what construction employment opportunities are likely to be created over a given time period, the current skills challenges and how employment and training opportunities can be maximised
  • analysing the wider LEP demand pipeline to understand what additional projects will be taking place that will draw on the skills base and create a demand for construction related skills
  • conducting analysis into current supply; including the existing workforce, provision supplied by local colleges, technical and higher level skills development and retention and how new entrants feed into construction.
  • considering inter-regional supply mobility and how this fluidity might impact on construction skills and employment in the area
  • evaluating existing construction training provision in the area, the extent to which this is fit for purpose and the potential viability of a range of flexible training options in the area in the future.
  • evaluating the benefits of investing in local young people in terms of construction career and training opportunities
  • making suggestions about how the above evidence might be used to leverage investment funding

CITB also engages other colleagues and contacts througout the process, from gathering the evidence base and developing the strategy to executing the plan(s). The respective LEP also feeds in evidence from other commissioned research pieces that further informs the overall construction employment and skills strategy and ongoing plans.

Following the development of the strategy, CITB works collaboratively with the LEP to develop a programme/project model that enables the LEP to review possible investment support to realise the construction employment and skills strategy.
