Once your business is registered with CITB, you need to send an annual Levy Return. You need to send a return even if you don’t train any workers.
Who must send a return
All employers in the construction industry must send a return under the Industrial Training Act 1982, so that we can assess how much levy you pay. See if you are classed as a construction employer.
Ways to send your Levy Return
You can send your return online or by post.
You can complete your return using the CITB online service. You need to sign up to use this service.

Sign up to CITB online:
To set up an account, you will need your:
- CITB registration number
- company name
- first name and surname
- email address – we’ll send your login to this address
- telephone number.
We’ll then send you a login so you can activate your account. Have your details to hand when you do this.
This is an improved CITB online service, which launched in November 2016. If you used our online service prior to this, you'll need to sign up again and get a new login.

2. By post
Complete the Levy Return form we send you in spring 2017, and return it to the address on the form within 30 days of receiving it.
When to send your Levy Return
In May 2017, we sent you a 2017 Levy Return with a due date of 31 May 2017.
Failure to submit your completed 2017 Levy Return by 31 July 2017 will result in any 2017/2018 grant claims being withheld until we receive your completed Levy Return.
Failure to submit your completed 2017 Levy Return by 31 December 2017 will mean your eligibility for all 2017/2018 grant claims will be lost.
If your business was registered with CITB after 31 March 2017, you will receive your first Levy Return in spring 2018.
2016 Levy Return
The deadline for sending your 2016 Levy Return was 31 December 2016. If you missed the deadline, you won’t receive any further grants for training that took place in the 2016-17 grants scheme year.

You will need to keep records of your payroll and subcontractor payments for at least three tax years as you may be asked to provide these.
It’s important to be as accurate as possible as we verify the information on returns.

After you submit your Levy Return
- CITB verifies returns for accuracy.
- We calculate how much levy you need to pay and send you a Levy Assessment Notice.
- You pay the levy to qualify for grants.
