Welcome to CITB’s Business Plan 2026-27. Construction stands at a pivotal moment. Demand for skilled workers is growing, the workforce needs to diversify and the training system must keep pace with an industry that never stands still. CITB’s Business Plan 2026-27 sets out how we are responding to those demands, and how we are investing levy payers’ money to make a meaningful, lasting difference.
How our plan has been developed
This year’s Business Plan looks a little different. Following changes to our funding announced in November 2025, we’ve taken the opportunity to be clearer and more transparent about how levy payers’ money is invested back into industry, and what that means in practice for employers, individuals and the wider sector.
How we invest
This year we are investing £260.1m into the construction industry, split across three main areas.
Expenditure breakdown 2026-27
£136.5m - Support directly delivered to employers
£66.2m - Investing in the construction industry
£35.2m - Corporate costs
£11.5m - Collecting Levy and administering the Grants Scheme
£10.7m - CITB's trading activities offer
More than half of our total investment goes directly to construction businesses – funding apprenticeships, training and workforce development. Our grants and funding routes support employers of all sizes, from SMEs to major contractors, helping them bring new people into the industry and develop the skills of those already in it.
Over a quarter of Levy income is invested in initiatives that benefit the industry as a whole, rather than being directed to specific businesses. This includes funding for the National Construction College, Sector Skills Plans, industry standards and Competence Frameworks, and programmes like SkillBuild, Go Construct and NEST that build the skills pipeline from the ground up.
CITB's commercial products and services – including the Health, Safety and Environment test and Site Safety Plus – that generate income that is reinvested directly back into supporting the industry.

Our priorities
Everything in this Plan connects back to three priorities, developed in consultation with employers, training providers and the wider industry:

Our targets for 2026-27
8% increase in the number of new entrants to the industry
5% increase in the number of employers supported to train and upskill their workforce
9% increase in the number of individuals supported to train and upskill.
