Project summary

The Comhairle nan Eilean Siar (CNES) ECO programme is a unique partnership between the local authorities of the Western Isles, Shetland and Orkney, working together to address critical construction skills shortages across Scotland's island communities. Following the success of the initial programme, the project has been extended for a further year and will support 221 new entrants into construction employment. Island employers face a unique set of challenges, including an ageing workforce, population decline, high levels of micro-businesses, and increasing difficulties with recruitment, training and accreditation. At the same time, significant investment and development opportunities are creating unprecedented demand for skilled construction workers across the islands. Major projects linked to the Islands Growth Deal, renewable energy developments, housing programmes, port infrastructure, healthcare facilities and community regeneration schemes are driving the need for a larger and more sustainable local workforce.

The programme is designed to help island residents live, learn and work locally by supporting individuals as they enter and progress within the construction industry. Participants receive personalised mentoring and guidance from a dedicated Training Officer who works closely with both learners and employers to provide practical support throughout the early stages of employment A key feature of the project is the development of workplace buddy and mentoring arrangements. Employers are encouraged to identify experienced employees or apprentices who can help new entrants settle into their roles, understand workplace expectations and build confidence on site. This supportive approach helps participants overcome challenges, develop their skills and establish long-term careers within the sector.

By supporting new entrants into employment and helping employers develop the next generation of skilled workers, the project is contributing to the long-term sustainability of island communities and ensuring that local businesses have access to the workforce needed to deliver the ambitious infrastructure, housing projects planned across the islands in the years ahead
