Construction Skills Fund on-site training hubs

Funded by the Department for Education, the Construction Skills Fund (CSF) aims to increase the number of people trained in construction, tackle the skills shortage and help build the homes and infrastructure England needs. 

Funding in excess of £20 million has been awarded to 26 projects in England to support the development of construction on-site training hubs.

Luton Borough Council

November 2018 Luton Direct Air to Rail Transit (DART) is a £220m fast transit infrastructure project. This is the flagship location for the training hub situated next to the airport; which other projects can use as a single gateway to promote industry and to attract new entrants to the sector.

London Borough of Barking and Dagenham (LBBD) January 2019 With a 15 year project build, Barking Riverside has the opportunity to host new and experienced students in a safe and industry-led environment. The hub will work with contractors and LBBD to map out the scale and size of the project time lines to enable delivery of training and work experience.  Housing
London Borough of Camden November 2018 The training hub will make use of the existing facilities provided at the Kings Cross Construction Skills Centre. Additional training will be commissioned and undertaken off-site where they cannot accommodate the spatial requirements for delivery, such as A73 CPCS training. As works complete at the Kings Cross estate, the hub will relocate to a new site at the Euston Construction Skills Centre to lead on provision for the HS2 works. This move will take place in mid-2020, with delivery ongoing at this site for around 10 years.  Infrastructure
London Borough of Wandsworth December 2018 This proposal is submitted by Wandsworth Council, on behalf of partners, to deliver a ‘Construction Gateway’ training project that will be established on-site at the Battersea Power Station (BPS) development in central London. Housing
MIT Skills  November 2018 MIT Skills Construction Partnership on-site hub will be on several sites and will be London focused. It will target delivering a flexible portfolio of in-demand entry into construction training focusing on synergy between housing construction and employment demand in London.   
Transport for London (TfL) Earl's Court March 2019 The Earl’s Court Regeneration Scheme is a long-term construction programme. which will include the development of at least 7,500 new homes as well as commercial and retail space, station upgrades and public places that will transform this part of London, enabling over 10,000 new jobs. TfL Lambeth March 2019 It is proposed that an on-site ‘pop-up’ hub be established on the South Lambeth development. This is land jointly that is owned by TfL and the London Borough of Lambeth. Housing
TfL Olympic Park
March 2019 The proposed on-site learning hub network will support the long-term regeneration of east London, with a particular focus on the Queen Elizabeth Olympic Park. This programme alone has committed to delivering over 10,000 new homes as part of the London 2012 Legacy Programme.  Housing

The Sigma Group

October 2018 The Sigma Group manages the Southwark Construction Skills Centre (SCSC) in partnership with Southwark Council and Lendlease development site - Elephant Park. Elephant Park is a regeneration project by Lendlease to deliver a £2 billion project over 28 acres of land. The masterplan is to build 2,500 new homes starting in 2013 and will be completed in phases until 2025.

Nottingham College

Feb 2019 The proposal is to create an ‘Eco Welfare Cabin’ to form the basis of the on-site training hub. This will effectively address all direct and wider skills challenges facing the local housing sector. The Construction Skills Hub will be located on the Wates’ ‘City Hub’ site. Housing

West Midlands Combined Authority, Civils

January 2019 This hub will be located on a live site between sections 2 and 4 of the M6 motorway. They will locate a mobile hub on this site for at least one year and then relocate some or all of the training capacity to other locations linked to the HS2 development. It will therefore provide a facility both at the base site and at other construction locations as they come on stream.

November 2018 This hub is to provide flexible site-based training services to major housing developments in key housing corridors. It will begin with the St Joseph development at Snow Hill Wharf (5000 units), Wolverhampton Walsall (4500 units), Houlton/Rugby (5900 units) and the A34 Corridor connected with the Commonwealth Games (3,000 units). The hub will be delivered in two sections, non-trade and trade.
The non-trade training is in many local community group facilities around the region. They are in the heart of the communities where construction work is occurring. 
The trade based sections of the training will be offered in the mobile facility. Once candidates have completed the appropriate training, they will be supported in to employment with contractors on local sites.

The Growth Company November 2018 The University of Manchester has a ten-year plan to create a world class single campus for students, staff and visitors. The Works, an existing hub, was established 8 years ago by the University of Manchester, working in partnership with The Growth Company and other partners. The aim of the centre is to engage with local unemployed people before providing them with information, advice and guidance on local education, training and job opportunities. Infrastructure

The City of Liverpool College

January 2019 The Liverpool Waters Construction Hub, based on-site within the Contractors’ Village, will provide a branded single shop front doorway for all contractors and sub-contractors on site. The hub will supply semi and skilled labour at the right time to help bring balance to the demand and supply of construction skills within the project while at the same time maximising the job opportunities for local people.

East Sussex College Group
January 2019

During the funding period this training hub will be cited at two significant East Sussex construction projects.
In Eastbourne it will be cited at the Bedfordwell Road, a £32m development, with planning permission to create 102 flats and houses and convert the Grade II listed 1881-83 Pump House.
In Lewes District the training hub will be cited within the Newhaven Enterprise Zone at the Railway Quay site.

Hampshire County Council October 2018 Training will be delivered at on and off-site venues. Five on-site training hubs located at key projects in Aldershot, Bordon, Fareham, Winchester and Southampton will provide geographical spread.  The on-site hubs are being funded by main contractors as a commitment to social value and in agreement with local authority clients. January 2019 Public Health England has been granted permission for its proposal to create a‘world leading’ science campus and headquarters in Harlow. The proposal is to create a mobile site-based training hub for delivery of apprenticeships, sector work-based academies for job seeking adults, work placements, visits, tasters and school outreach opportunities. Southend-on-Sea Borough Council

The proposal is to create three training hubs to providing classroom training and trade training facilities in Southend. There will be three sites across three local authorities: Southend, Thurrock and Basildon.

Northern Regeneration CIC October 2018 The Constructions Skills Village, (CSV) is an existing on-site model (training hub) that was handcrafted by industry for industry with the simple aim of addressing a skills gap at a local level by bringing education and industry closer together. Since August 2015 CSV has successfully delivered on-site training on one of the largest housing developments in Scarborough with over 2,500 houses planned for development over the next 12 years.
CSV expanded operations to include Barnsley CSV in 2016 and both models have proved a success with schools, training partners, employers, developers and local authority partners.

Sheffield City Council

December 2018 The area designated for the on-site hub is on the Manor 10 and 11 sites which is also adjacent to the Manor Boot site. These facilities have been donated to the on-site skills hub by Elliotts and therefore will be owned by the project to be used for years to come.
