Management of Fire and Life Safety Systems

The purpose of this standard is to provide the delegate with an understanding of the impact of legislation, regulation and industry guidance related to active and passive Fire and Life Safety systems during the complete lifecycle of the building.

Purpose/scope

The purpose of this standard is to provide the delegate with an understanding of the impact of legislation, regulation and industry guidance related to active and passive Fire and Life Safety systems during the complete lifecycle of the building.

Scope:

  • legislative, regulatory and industry standards relevant to Fire and Life Safety Systems
  • quality Management Systems
  • the ‘Golden Thread’ of information – develop and maintenance
  • high rise residential buildings
  • passive fire protection
  • active fire protection
  • building occupancy.

Training delivered against this standard would be relevant to the following occupational group(s): 

  • Leadership and management

Delegates pre-requisites

There are no delegate pre-requisites as part of this standard, however a basic knowledge of Technical Build Quality and Quality Assurance systems/ techniques would be beneficial.

Instruction/supervision

As a minimum, course trainers must be able to demonstrate that, in relation to this standard, they have: 

  • an award in education and training (or equivalent, as per requirements for approved training organisations)
  • at least 2 years industrial experience relevant to the scope of the standard
  • a verifiable CV.

Delivery

All materials and equipment must be of a suitable quality and quantity for delegates to achieve learning outcomes and must comply with relevant legislation.

The learning environment, class size and delegate/trainer ratio must allow training to be delivered in a safe manner and enable delegates to achieve the learning outcomes.

The following delivery methods may be used in the delivery of this standard:

  • face to face learning environment only (such as classroom/workshop etc.)
  • virtual only (guided learning on-line)
  • a blend of face to face and virtual.

This standard is min. 51% theoretical training.

This standard is considered to be set at an advanced level.

Assessment

For the successful completion of training, the trainer must be satisfied that the delegate has engaged suitably with group activities and discussion and can demonstrate required learning outcomes and delegates must complete an end of course Knowledge Assessment that measures all learning outcomes and has a pass or fail criteria.

Pass or fail criteria for this standard:

80% Pass Mark

Methods of assessment considered appropriate for training delivered against this standard are:

  • Multiple choice questions
  • Short answer questions
  • Integrated written assignments.

Where this training is assessed using multiple-choice questions only, all learning outcomes must be covered over a minimum of 20 questions and delegates are required to achieve an overall pass mark of at least 80%.

Quality assurance

Assured

Quality assurance against this standard will require initial approval of the training organisation and their content mapped to the standard.

CITB will also conduct an approval intervention, either desk-based or centre visit, to ensure the training organisation can meet the requirements of the training standard.

Approved training organisations (ATOs) will be required to present information on records of training and assessment upon request to CITB for desk-based analysis. They will also be visited annually by the CITB quality assurance team.

Define the FLSS relevant sections of legislation, regulation, and industry guidance:

  • The Building Safety Act. This should include the Building Safety Regulator, duty holders, fire statements, HRRB’s, and gateway regime.
  • The Fire Safety Act. This should include relationship with RR(FSO) and expanded responsibilities of duty holders and building owners
  • RR(FSO). This should include duties of the Responsible Person, Fire Risk Assessments and Plans, additional measures, and emergency planning.
  • Building Regulations. Specifically, AD-B, but linked also to section 7 and regulation 38

Understand the term ‘The Golden Thread’ of information:

  • the requirement of digital recording
  • hold points

Recognise the role and responsibilities of the Fire Engineer/ Consultant:

  • competence requirements

  • recording of visits

  • key elements of the Fire Strategy

Understand Building Regulations AP7:

  • roles and responsibilities during design, procurement, construction, and maintenance.
  • competence and training
  • BS EN 13501-1:2018
  • benchmarking

State the behaviours of fire and smoke in a building:

  • the fire curve
  • flashover
  • smoke and ventilation

Understand Active Fire Protection measures:

  • detection and alarm systems
  • fire suppression
  • wet and dry risers

Understand Passive Fire Protection measures:

  • compartmentation
  • wall and floor construction
  • structural integrity
  • fire stopping
  • fire doors
  • UKAS accreditation

Outline occupancy requirements:

  • evacuation
  • fire safety information
  • responsible person
  • maintaining the ‘Golden Thread’

Delivery guidance

Predominantly Face to Face delivery in a classroom setting or blended with remote/virtual delivery if required.

The training should be suitably varied with group activities and discussion, along with practically relatable examples and use of a variety of media.

Assessment criteria

Trainer must provide suitable agreement that delegate has engaged with course content throughout.

Delegates will complete a Knowledge Assessment at the end of the course to demonstrate retained knowledge. An 80% pass mark is required to complete the course.

If delegates do not pass the assessment first time, they will be able to attempt the assessment again at the end of the session.

Assessment specification

Assessments are to be completed in person, individually with no conferring with other attendees OR remotely via a Learning Management System or online assessment tool, either during the session or following.
