Mission and plans 

CITB is the industry training board for the construction sector in England, Scotland, and Wales. It’s our job to help the construction industry attract talent and to support skills development, to build a better Britain. 

CITB Strategic Plan 2025-29

CITB published its Strategic Plan 2025-29, in February 2025, outlining its approach to supporting the construction industry's skills and training needs over the next four years.

This Plan emphasises the importance of collaboration with industry and UK Governments’, investment in skills and training development, and the need to address the skills gap to ensure the construction industry can meet future demands.

The overarching purpose of this Plan is to support the construction industry in developing a skilled, competent, and inclusive workforce, with a view to improving productivity and eradicating the skills gap.

The key objectives of this Plan are to:

  1. Inspire and enable diverse and skilled people into construction by increasing new entrants into the industry through various routes. To achieve this, CITB will promote construction careers to over 5 million potential new entrants and develop new materials and campaigns showcasing construction as an exciting career option.
  2. Develop a skills and training system to meet current and future needs by simplifying it and making it more response. Additionally, CITB aims to increase capability and capacity in construction training provision and develop alternative routes to competence and ensure high-quality training is available.
  3. Support the industry to train, develop, and retain its workforce by leading the development of an industry-agreed definition of competence for every construction occupation. CITB will offer flexible and funded options for employers to upskill their workforce and enhance productivity through better practices in quality control, project management, leadership, and digital skills.

Business Plan 2025-26

This Business Plan sets out the practical first steps CITB will take to implement its Strategic Plan 2025-29 to support the construction industry to close the skills gap.

This Business Plan sets out three key pillars to address the top priorities the construction industry wants CITB to focus on: getting more trained people into industry; making sure good quality, relevant training is available at the right time and place; and improving the skills of the current workforce.

The key pillars of this Business Plan are to:

  1. Inspire and Enable Diverse and Skilled People into Construction
  2. Develop a Training and Skills System to Meet Current and Future Needs
  3. Support the Industry to Train, Develop, and Retain its Workforce.

CITB has a plan for each nation where we are working with national government and supporting the construction industry in that country.

Nation Plans 2024-25

Since 1997 CITB has actively asked employers for their thoughts on the skills issues facing construction. We use the responses to inform decisions about what the industry values and needs, as well as evaluating CITB’s performance to support employers and the industry. The Employer Tracker has evolved over time to reflect changes to the industry and services that CITB provide and is now run twice a year.
