KPIs: meeting your targets

Key performance indicators (KPIs) underpin the National Skills Academy for Construction (NSAfC) way of working.

The KPIs outline what employment and skills outcomes you have agreed to deliver. These and any other targets you have set should be laid out in your employment and skills plan.

Even if you’re not seeking NSAfC accreditation, the KPIs provide a tried and tested framework to develop your skills and training capacity.

There are 7 KPIs:

KPI aim

The aim of this KPI is to provide meaningful insights into the construction sector through work placement opportunities for people:

  • In education (KPI 1a) – students from schools (aged 14 and over), colleges and universities
  • Not in education (KPI 1b) – including individuals changing careers, on armed forces resettlement programmes, ex-offender rehabilitation schemes or via organisations such as the Princes Trust, Jobcentre Plus, Women into Construction, and local community bodies.

You decide how to divide the total target figure between the two groups, and report separately on each group.

Work placements must last at least 5 consecutive or non-consecutive days.

Each completed work placement represents 1 outcome.

Monitoring

Suggested evidence you may consider collecting includes:

  • Written confirmation from the learning provider or employer of an individual’s participation
  • Learner evaluation form.

KPI structure

This target measures the creation of onsite job opportunities lasting at least 1 month for:

  • Apprentices (KPI 2a)
  • New entrants (KPI 2b) – previously unemployed or unskilled but normally undertaking some kind of training
  • Graduates (KPI 2c) – within 3 years of graduation.

You decide how to divide the total target figure between the three groups, and report separately on each group.

Each filled vacancy still employed after 1 month represents one outcome.

Monitoring

Suggested evidence you may consider collecting includes:

  • Notification of onsite vacancy
  • Copy of offer of employment
  • Confirmation from the employer that the job lasts at least 1 month.

What the KPI should consist of

This target is about the organisation and delivery of careers information, advice and guidance (CCIAG) events to promote the construction industry.

Events should include information about career opportunities, routes into the industry and what it’s like to work in construction.

The key audiences are:

  • School students and school leavers (aged 14 to 19), college students
  • People not in education, employment or training
  • Undergraduates
  • Influencers, such as careers advisers, teachers, lecturers, and community group leaders.

Each completed event represents 1 outcome.

Monitoring

Suggested evidence you may consider collecting includes:

  • Confirmation of student attendance
  • Documentation outlining details of the event, activities and numbers in attendance.

KPI structure

This measures the number of weeks individuals in the project workforce follow an approved training course, whether they are undertaking:

  • Apprenticeships (KPI 4a)
  • Traineeships, or Scottish and Welsh equivalents (KPI 4b)
  • Technical or higher level qualifications (KPI 4c).

You decide how to divide the total target figure between the three groups, and report separately on each group.

One training week is five working days. The total number of weeks must fall within the duration of the project, with the start date being when training began on site.

Each completed training week per individual represents 1 outcome.

Suggested evidence you may consider collecting includes:

  • Course registration documents
  • Course details and duration
  • Completion certificates.

KPI structure

This target aims to encourage the upskilling and adequate qualification of the project workforce. It counts the number of accredited or approved qualifications or certificates achieved by personnel in relation to their work on the project.

The KPI is divided into four reporting lines, for qualifications or short duration courses, between main contractors and subcontractors:

  • Qualifications – main contractor (KPI 5a)
  • Qualifications – subcontractor (KPI 5b)
  • Short duration courses – main contractor (KPI 5c)
  • Short duration courses – sub contractor (KPI 5d).

You decide how to divide the total target figure between the four groups, and report separately on each group.

Qualifications could include:

  • Vocational awards and diplomas equivalent to Level 2 or above
  • Apprenticeship completions
  • Professional qualifications
  • Leadership and management courses, such as from the Institute of Leadership and Management
  • Health and safety courses, such as IOSH, NEBOSH, SMSTS and SSSTS - see Glossary for details.

Short duration courses must be approved and last for at least 3 hours. They could include:

  • Project-specific learning, such as on installation, products or technologies
  • Occupational courses
  • Licence-to-practice courses
  • Topic-specific training, such as environment and sustainability
  • Health and safety training.

Each achievement represents 1 outcome.

Suggested evidence you may consider collecting includes:

  • Completion certificates.

Aim of this KPI

The aim of this target is to ensure long-term oversight of your training strategy, by means of an annual company or project plan detailing an organisational, structured approach to developing your workforce.

You may have developed the plan with us, internally, or with other organisations, such as a Local Enterprise Partnership (LEP) growth hub. The plan should have a start and end date, and should be refreshed or renewed annually. It should not be just a training matrix.

A new or renewed plan represents 1 outcome.

Aim of this KPI

The aim of this target is to encourage organisations to share their experiences of NSAfC projects by writing up case studies.

Case studies should include an example of best practice or a significant achievement, and must follow NSAfC case study guidelines. We will approve it and may publish it on the NSAfC webpages.

You decide how many case studies before NSAfC accreditation, but will expected to supply at least one per project year.

Each approved case study represents 1 one outcome.
