Overview

The purpose of this standard is to provide the Tool and Equipment Hire manager with the required skills and knowledge to produce a positive commercial impact in their branch.

Purpose/scope

The purpose of this standard is to provide the Tool and Equipment Hire manager with the required skills and knowledge to produce a positive commercial impact in their branch 

Scope: 

People Management – 

HR Law –  rights and responsibilities; strategy for legal and sustainable employment; dealing with and resolving problems without legal involvement (including disciplinary & grievance, redundancy and retirement) plus other legislation listed below) ;  management traits;  time management and communications skills. 

Safety Management –  

H&S duties for employers and clients; risk assessment and chronic conditions with a focus on: 

  • Hand Arm Vibration Management Essentials -  the causes; the obligations to manage; Risk Assessment approach – effective controls and Health Surveillance and record management  
  • Noise Management Essentials - Hearing loss / tinnitus associated conditions and the causes; the obligations to manage; Risk Assessment approach – effective controls and Health Surveillance and record management   
  • Dust Management Essentials -  the associated harm – health impacts/air quality; the obligations to manage; duties under HASWA, CoSHH, CDM and Environmental law plus RIDDOR implications; Risk Assessment approach – effective controls and Health Surveillance  and record management 

Risk Management – 

focus on identifying and managing business risks  

Business Management –  

focus on understanding all elements of a Profit and Loss account for a tool / plant hire operation; procurement; understand VAT;  Sales – selling hire & consumables; Finance – options and understanding cash-flow and impact of agreed terms; Logistics management;  Fleet requirements – law and best practice; Environmental / sustainable transport options and the effects that individuals can have on the bottom line. 

Occupational relevance

Training delivered against this standard would be relevant to the following occupational group(s):  

  • supervision (with potential for development into managerial role) 
  • management and leadership 

Candidate pre-requisites

This training is designed to up-skill both new  tool and equipment hire managers and existing managers who lack formal qualifications - both would, after training and practical on-job experience, benefit from assessment leading to the award of the Level 3 NVQ Diploma in Hire and Rental (Equipment Plant and Tools) 

Instruction/ supervision

As a minimum, course instructors must be able to demonstrate that, in relation to this standard, they are/have: 

  • a qualified, experienced trainer 
  • be qualified Hire and Rental Management (VQ level 3) 
  • a verifiable CV 

Delivery 

Delivery will be in an off the job environment. 

All materials and equipment must be of a suitable quality and quantity for candidates to achieve learning outcomes and must comply with relevant legislation. 

The class size and candidate/instructor ratio must allow training to be delivered in a safe manner and enable candidates to achieve the learning outcomes. 

The following delivery methods may be used in the delivery of this standard: 

  • a blend of classroom and e-learning 

This standard is considered to contain 51% or more theoretical learning.  

This standard is considered to be set at an Advanced level. 

Assessment

Methods of assessment considered appropriate for training delivered against this standard are:  

For the successful completion of training, the trainer must be satisfied that the candidate has achieved all of the training learning outcomes and complete 3 business based projects based around Sales Increases, Compliance Increase and Cost Reduction. 

Quality assurance

Assured  

Quality assurance against this standard will require initial approval of the training organisation and their content mapped to the standard.  

CITB will also conduct an approval intervention, either desk-based or centre visit, to ensure the training organisation can meet the requirements of the training standard.  

Approved training organisations (ATOs) will be required to present information on records of training and assessment upon request to CITB for desk based analysis. They will also be visited annually by the CITB quality assurance team. 

Renewal

Non-mandatory refresher every 3 years.
